Mr. Orellana has over 30 years of experience in construction projects and claims. For the past 12 years, he has assisted clients in resolving / mitigating construction claims and provided project management oversight services. Clients include law firms, architect/engineers, governmental agencies, contractors, subcontractors, utilities and other owners of major construction projects. He has provided expert testimony during arbitration and mediation on the subjects of schedule disruption and delay and associated damages. Previous experience includes 17 years with Bechtel Corporation a major architect / engineer / construction firm in a variety of capacities. He served as Supervisor of Project Controls overseeing up to 30 cost/schedule engineers on various projects; worked in both the engineering/design home office and at site field engineering and construction locations; and has developed control tools and procedures for estimating, cost control, and scheduling of large projects. Mr. Orellana is familiar with state‑of‑the‑art computer‑based cost and Critical Path Method (CPM) schedule programs. As a consultant with Summit Consulting International, Mr. Orellana is responsible for claims preparation and defense, providing expert testimony on scope changes, schedule disruption and delay and for project management oversight. Previously with PricewaterhouseCoopers LLP and Hill International, Inc., he provided similar services including developing and evaluating claims; analyzing project documents and interviewing project personnel; preparing as‑planned and as‑built schedules; developing expert reports addressing claim‑related issues, delays and loss of productivity; assisting in depositions; preparing for and participating in mediation/arbitration sessions. Mr. Orellana holds a bachelor’s degree in Civil Engineering from Stanford University and a masters degree in Construction Management from Stanford University. Mr. Orellana is a member of the American Association of Cost Engineers, American Society of Civil Engineers, and the Construction Management Association. |
