Described below is a sampling of some of the projects where Summit's professionals have provided consulting services.
Pacific Pipeline Project The Pacific Pipeline Project involved the construction of a 130 mile long underground crude oil pipeline (128 miles of 20” diameter & 2 miles of 16” diameter) to move oil from the Santa Barbara & Bakersfield areas to Long Beach & El Segundo refineries in Southern California. In addition to the pipeline, fiber optic cables were installed in underground conduit located above the pipeline. Difficulties were encountered because the work was installed in existing utility Right-of-Ways, adjacent to other underground pipelines. The project was divided into 5 segments with separate construction contracts for each. One contractor performed the work on four segments and a separate contractor constructed the fifth segment. Summit was retained to research and author fully documented expert reports addressing specific causes and effects of delays and disruption experienced on each Segment. Those expert reports were then used to settle the matters at mediation.
Park Towers at Hughes Center The Park Towers project consisted of two 20-story luxury condominium towers in Las Vegas that house 84 individual condominium units, a low rise structure containing a lobby and rotunda which connected the two towers, a two-story parking structure located beneath and adjacent to the towers and low-rise, and outdoor recreational features such as a swimming pool, outdoor spa and tennis court located on top of the parking structure. The lower three levels of the towers also housed public spaces such as an indoor spa/fitness center, wine storage cellars, a beauty salon, meeting spaces, mail rooms, a small theater, libraries and a business center. Summit was retained to develop opinions respecting the amount of delay encountered on the Project, the causes of the delay, the party responsible for each delay, and to determine the amount of damages due to delay, disruption and changes. Summit prepared an expert report and provided expert testimony in the arbitration.
Desert Passage at Aladdin The Desert Passage at Aladdin involved the construction of the 720,000 square foot retail mall that was integrated with the Aladdin Hotel & Casino in Las Vegas, Nevada. Summit was retained early in construction to monitor schedule, cost and changes in an effort to help the owner address and resolve the issues equitably as well as to mitigate any delay to the work. During construction, there were a number of issues that delayed the project and Summit was requested to prepare and present a delay analysis at mediation where all issues were ultimately resolved.
Disney Summit has worked extensively with Walt Disney Imagineering to help plan and execute the construction of its high visibility projects in order to ensure timely opening of its new facilities. With Disney’s high profile projects recognized worldwide, it is paramount to Disney to minimize any risk of a late opening of its projects. New York, New York Hotel & Casino
During construction of the $350 million New York, New York Hotel & Casino project, oversight services were provided to the owner to ensure compliance with the project schedule and budgeted costs. The oversight services involved regular site visits and meetings with project personnel to help the parties establish accurate job status information. Based on the oversight reports the amounts included in the contractor’s payment requests were verified so the amounts paid were consistent with the actual status of the construction. In addition the fiscal benefits, the project schedule was monitored and projections evaluated for accuracy allowing the owner to make decisions based on the best information available on a real time basis.
Rhodes Ranch Golf Course Summit was retained by the contractor for the Rhodes Ranch Golf Course to perform an analysis of the delay and disruption that was experienced on the project and to develop opinions as to entitlement. Summit’s analysis involved a critical path analysis to establish causes and effects of delays and a Measured Mile analysis to identify and quantify loss of productivity. By using a Measured Mile analysis, Summit was able to show actual productivity achieved during non-impacted time periods to establish a productivity level that could have been achieved throughout the project if work had not been impacted. Summit provided expert testimony at arbitration where all issues were ultimately resolved.
Resort At Summerlin This project consisted of two luxury hotels including a total of approximately 600 rooms, a 49,000 square foot casino, a convention center, parking garage, restaurants, health spa and retail shops on a 54 acre site. As a result of numerous difficulties encountered during construction, over $100 million of outstanding issues resulted in litigation in both state and federal courts as well as arbitration. Summit performed a detailed delay and entitlement analysis and presented its findings in a fully documented expert report. This case has not been resolved and Summit will provide expert testimony in the upcoming litigation.
WYE Interchange The WYE interchange involved the construction of a highway project located in Boise, Idaho. The project consisted of the construction of the busiest interchange in the state of Idaho including freeway widening and flyover structures. Summit was retained by the contractor to perform a delay analysis to identify the specific delays and determine causes and parties responsible for the delays. In addition to preparing an expert report, Summit will provide expert testimony in the upcoming litigation.
South Bay Expressway The South Bay Expressway (State Route 125) is a 12.5 mile public / private (Toll Road) partnership between California Department of Transportation and SBX (owned by Macquire Infrastructure Group). The road consists of a public 3.2 mile “Gap / Connector” link with SR-54 at the north end, and a 9.3 mile Toll Road running to SR-905 near the border with Mexico at the south. Initial construction contained two lanes in each direction, with ultimate construction of a six to eight-lane highway plus possible future carpool lanes. The South Bay Expressway opened to traffic November 2007.
The Cloud At Fashion Show Mall The Cloud is a steel framed, aluminum cladded, aerial advertising structure located above the entrance plaza to Fashion Show Mall in Las Vegas. The structure measures 479 feet long by 160 feet wide, and is 21 feet deep at its maximum point. The Cloud’s mid-point hovers 93 feet above the street, hanging from two columns rising 185 feet above the 72,000 square foot entrance plaza to Fashion Show Mall. The structure offers shade from the relentless desert sun during the day, and its lower, rounded surface acts as a huge overhead projection screen at night. The Cloud’s frame is suspended by a space frame grid consisting of 15 upper cables, 8 lower cables, and 16, 12-inch diameter pipe compression struts attached to the top of each column. Fastened to the frame is the interlocked aluminum cladding that forms the 1.5 acre projection area. ADDITIONAL PROJECTS:
